I don't know if this is a mistake or whether that's just the way it's phrased in Dominican Republic, but the usual phrase is "para los efectos [legales] a que haya lugar" (for all ensuing [legal] purposes).

Yes, in fact it does seem to be the stock phrase in Dominican Republic, there are a number of examples of it in official documents from there:
"Oficio DACJ 113 de fecha 29 de agosto de 2012, suscrito por la Licda. Dalsia Herrera Pérez, Directora para Asuntos de la Carrera Judicial, remitiendo a los fines de lugar una consulta realizada sobre el nivel jerárquico de las áreas de Inspectoría General, Protección Judicial y la Contraloría General del Poder Judicial, DECIDIÉNDOSE aplazar el conocimiento de este punto para la próxima reunión."

Compare with the Mexican version of the phrase:
