the registered person

I think what it says is that another person (not the father) came to register the child (il registrado)

agree Nelida Kreer : Depending on the context, I would perhaps say "the registered child" (i/o "person"), since it's a birth cert.

If it refered to the Recorder's Office it would have said "registro".

informant

Another person "appears as informant" to register the child's birth.

I understand "el registrado" means "registration", the act of registering the child's birth, usually in charge of the father.

This makes sense.
