Personally, I believe \"public deed\" is a fine translation for this phrase in many situations. However, I believe it is more inclusive than \"title deed\" which is usually restricted to real estate.

Look at the first page of \"public deed\" and you see most of them have to do with \"incorporating\" and are totally unrelated to real estate.
