A primera vista parece que se refiere a "clear" en el sentido de "autorizar", pero me parece que aquí no tiene ese sentido.
Por contexto, parece una serie de medidas de seguridad antes de proceder a una operación. Si es así, la construcción correcta en inglés sería "cleared from" y no cleared in.

Para un construcción más clara (supongo que antes de la lista hay un texto del tipo "asegúrese de..."), se podría decir
"que la zona haya sido despejada de herramientas, piezas y personal"
También puedes decir simplemente "personas", puesto que poco importará si éstas pertenecen o no a la plantilla. :O) :O)
