The idea is that he is of humble (i.e., poor) background.

The English phrase is odd. It is certainly not commonly used in the US, and I found only a few references to it on the Web.

neutral Esteban Shuk : Robert, I think this phrase portrays somewhat more than the fact that somebody may come from a humble background. It points to a self-made person, somebody who has succeeded despite his/her humble origins to higher grounds.

Thanks so much, Tomas. Two points here: 1.) If one is saying "procedencia humilde" then there is implicit a "rising from below"; after all, if the person is still "humble", one would not make the point. Second, (see response to Esteban).
