If you haven't already used "crime" for delito, "a culture in which members of society are more likely to report a crime" is even better.
Denounce is a false friend, and indictment comes long after the denuncia. A citizen makes a criminal report; a grand jury or a government official makes an indictment, depending on the country.

I agree with Casey. "Denunciar" is to report a crime. I am just suggesting a shorter alternative, with the use of "practice" instead of "culture".
In this context, the meaning of "cultivar" (the verb with the same root as "cultura") is to practice, to carry out. "Culture" sounds more like a literal translation.

neighbourhood / crime watch (schemes)
perhaps a little tame, but a politically correct term used in the UK for schemes where the public keeps its eyes peeled, and (presumably) reports any misdemeanors to the police. The term (as used here) in the Spanish is not derogatory so I'd avoid emphasising the 'informant' slant

: 'Neighborhood crime watch' is widely used in the US, and the phrase implies that the neighborhood residents will report crimes. There are usually signs posted to that effect.
