hopelessly backlogged

Context:

As a result, few if any have valid title to their ground. In Port-au-Prince, even quite expensive properties change hands without anybody bothering to inform the registry office, which is hopelessly backlogged anyway.

can you tell me what is it really meant by the word "hopelessly" in that sentence, coz i know the meaning of the 'backlogged', but i cant get the meaning when it is combined with hopelessly. Please help ...

means that the amount of work they have is so great that they will never catch up. (no hope to ever catch up=hopelessly)

I don´t see why not. The idea of being hopelessly backlogged is not farfetched at all. It is actually quite common. It does not necessarily mean, as you suggest, that the employees are incompetent, but that they have more workload than they can handle

beyond repair

They are so far behind in registering properties that they will never get it straight. A bit of an exaggeration, maybe.

frustratingly backlogged

it simply means that there is frustration with this office, that they are "hopeless," meaning as a criticism of their competency, and in this case their comptency of registering property transfers. Not to be taken litterally, ie only a figurative statement. (I wouldn't say that they can't do it, only that their not doing it in a timely fashion causes problems.)
