It's on a menu for canapes. Another example is "chip de patatas al pimenton". I assume it means " vegetable chips", but am not sure if that is too obvious. The other items on the menu are very modern, if that helps! Thanks everyone.

I've seen this on menus here...they're fried vegetable crisps (UK) or chips (US)...hope this helps

In many Spanish-speaking countries, "chips" are small bread rolls or buns (even small sandwiches). I don't know if you have pictures to back this up.
