it's a noun USED as an adjective, not an adjective. It's like "house paint" - paint for houses - not "houses paint."

My problem My problem is that, according to my dictionaries,

when �minute� is an adjective, it means �extremely small�.

In the case of "minute book", minute is being used as an adjective, therefore it is singular. With actas "minutes"=noun.

I am not aware of a "minutes book" or anything similar (in the UK at least)to the libro de actas used in Spain and Latin America
