Another offering. Back in the 70s and 80s we (Americans involved in Russian and "Soviet Studies") used to use this term (rhymes with "stove"), but it was more general and not as pithy as the Russian term.
I would suggest "neo-Sov" for нью-совковый.

If you're looking for correspondingly derogative terms in English there's commie or pinko, but it might not fit in your context and threy're not exact translations of "sovok".
