I think they just mean 'in the hospital'.

I'm not sure you can use 'scope' when referring to a physical place (though I could indeed be wrong!)

If you don´t want to leave it out, this might be a good option, as it conveys the idea of "at (the hospital)" while keeping the wordiness of the original.
