More context would help, Nina! What sort of job does this person do, does it explain in what context s/he worked for this organization, etc. etc.?

Hi, a little more text would be helpful. The term you mention is well known. Context is adult training, paid for by the company. The 1% refers to the part of the company's budget which is usually given over to training for staff (all fields). In the past payment was done directly between the company requesting training courses and the organisation offering the training. Nowadays there is quite often (but not always) an "in between" entity which looks after billing and collects the money. Which means basically that the requesting company (of training courses) doesnt have to deal with the invoices. I have a doubt on the question of whether the "organisme collecteur" contributes to the cost of the training...I dont think they do, because the 1% is an official amount of the budget that the company must by law invest in training its personnel. Maybe someone will be able to help you on this point. In a way I would not be too keen on translating the term at all, as it is a system which is specific to France, I think.

OPCA est l'acronyme pour Organisme Paritaire Collecteur Agréé (par l'Etat).

L'OPCA tire son agrément des pouvoirs publics qui l'autorise à gérer et à mutualiser les contributions financières des entreprises adhérentes ce qui en fait un collecteur de fonds. This "organisme" also has the function of helping people to select courses and investigate prices etc. So its really An Advisory and Fund Mangaging Body. How about leaving the French term in and writing an translator's note giving the (short!) explanation.

Please see "organisme collecteur 1%" on WEB. Explains French law about budget for adult training, which can be handed over to the "Organisme" for collective management..a lot of companies contribute...but there is also an advisory aspect to help in choice of training, type of school, price (competition!!)..

PS. Sorry about "a second translation", which I understand is against the rules. Will keep this in mind.
