Contexte : ressources financières pour la mise en œuvre des interventions d'économie circulaire

- Assessed the feasibility of policy instruments, including costs and benefits, and established indicators to measure and track the implementation of the selected policy instruments.
- Explored financing for implementation, including ***leveraging*** NDC implementation, financing, and investment plans and other mechanisms.

Pour info : NDC = Contribution déterminée au niveau national

Ma tentative :
Exploré la question du financement de la mise en œuvre, dont ??? (l'optimisation, l'endettement ???) de la mise en œuvre de la CDN, du financement, et des plans d’investissement et autres mécanismes.

Aussi, est-ce que "leveraging" concerne aussi le financement, les plans et les mécanismes ?

J'avoue que je ne comprends pas grand'chose à cette phrase.

"to leverage" is based on "un effet de levier" - the key point of using a (very physical / real) lever being that the "useful force" available at the other end of the lever is many times more than the force you have to apply yourself.

In practical terms: "leveraged financing" - to finance a project of 1.000.000 you put only 100.000 of your own money and use that fact to obtain 900.000 in loans. The "leverage" is the fact you needed only 100.000 to spend 10 times more.

OR you convince one small group of influential MPs to vote your way and many times more (enough for a majority) will follow them - this small group is your "leverage".

As the at the beginning you have "Explored financing for implementation, ..." what follows must be about "financial leveraging" - directly or indirectly. For example, use the fact that one source of financing is available (like NDCs) to get far more financing elsewhere.

@ Asker I think 'leveraging' probably does refer to the whole list of items — though syntactically, it remains ambiguous. However, if it wasn't interposed, you'd end up with "Explored financing for implementation, including,... financing, and..." which even to me sounds nonesensical.
Usually, 'leveraging' has the sense of 'taking advantage of / making use of / making the most of', and I believe that is the sense it has here. I've seen it used as 'capitaliser...', but that might be risky here, due to possible confusion with the lore literal financial meaning.

Mon interprétation de la phrase :
Exploré la question du financement de la mise en œuvre, y compris en s'appuyant sur les plans de mise en œuvre, de financement et d'investissement relatifs à la CDN, ainsi que d'autres mécanismes.
