Per i lavori di costruzione, Works Manager è il Direttore dei lavori. Qui invece è sinonimo di Plant Manager, ovvero direttore di stabilimento.

Plant/works manager
This is often a first general management role for the graduate in a manufacturing setting, and may alternatively be known as a factory or operations manager. The manager may have full operational control over what happens at the plant/works including engineering, output, personnel and often logistics and other commercial activity (sales and marketing). It follows that considerable experience is normally required. Those working in such positions may have experience which includes attachments or longer spells of working in different job functions. It will not always be the case, therefore, that a plant manager will necessarily have spent all or most of his/her prior career within the production function.

manager non sempre equivale a direttore, secondo la mia esperienza. Potrebbero esserci una o più persone al di sopra di lui/lei. Ma è anche possibile che sia il direttore. Per questo lascerei manager.
