nature of system less relevant than project stage with IT systems, interpretation of "mise à d." depends mostly on what stage of project life-cycle or operational cycle we're talking about; development? acceptance? commissioning? deployment? maintenance? shutdown?

literally: make available i.e. make available (or availability) of the management system (not clear whether this is a system for management of (something?) or perhaps a management information system.

a list of what? what is the subject of the document? perhaps an extract from the list would help orient us a little more.
