I think your 'self starter' is pretty close. It conveys the idea of someone able to take the initiative which I get from this French expression. And it's certainly used in the UK.

I'd use one of the solutions proposed in the links Gavin posted: "proactive" or "ability to take initiative".

I'm admittedly taking a little leap of faith here. But my sense is here that he/she is trying to convey they assertive behavior that is/may be innovative, forward thinking.

Le terme "proposition" ne peut être traduit seul ici. l'expression "Force de proposition" doit être traduite en entier car il s'agit d'une expression communément utilisée dans le domaine des ressources humaines.

a good team player

je pense que force de proposition se rapproche le plus de ce terme car être fort de proposition implique de ne pas garder des informations pour soi, de faire partager ses suggestions voire solutions.
A mon humble avis, il faut insister sur l'idée de partage et non pas sur celle de proposition en tant que telle.

Hello,

"Force de proposition" est un terme qui fait (au moins un peu) partie du jargon moderne des RH, et qui signifie dans les faits que la personne concernée n'a pas de pouvoir de décision (au moins dans le domaine concerné), mais demeure libre d'avancer des idées...

Parmi les différentes possibilités, celle-là me paraît être la plus simple (avec pas mal de références sur le Web).
