French to English Law/Patents Law: Contract(s) Court pleadings
I cannot for the life of me think of a suitable expression here:

"Il n'est pas +++neutre+++ non plus de préciser que ces désaccords graves durent depuis plus de 3 ans et que XXX a, comme le reconnait YYY, adresse 180 lettres de protestation sur les agissements et abus commis dans sa gestion et qu'aucune de ces principales doléances été entendue par YYY depuis trois ans."

These are XXX's pleadings so "unreasonable" springs to mind but this is anything but "neutre".

Any ideas pls?

Looking at these other examples of the phrase "n'est pas neutre non plus que" it seems like it means "nor is it irrelevant" ("nor can it be ignored that", etc.):

Here we see two examples of the longer phrase "n'est pas neutre non plus **que**" - which takes the subjunctive (because it expresses emotion or judgment):
