Vous remarquez en janvier 199X que des dizaines de cas de MALADIE sont rapportés depuis 15 jours par les centres de santé de la VILLE.
I would like your opinion on this: I've always felt that "tens of cases" is somewhat awkward in English in this type of context. ("Hundreds of cases" suits my ear just fine--go figure...). What do people think about "a few dozen cases" as a less awkward way of saying this? I've fooled around with "the cases numbered in the double digits" but that is even worse. This isn't world shaking, but...

C'est ce que je dirais. Il est peu probable qu'il s'agit de 23 cas qui ne font pas deux douzaines.
Des dizaines de cas correspondent normalement à un nombre autour de 40 à 80. Cela s'exprime aussi bien en douzaines qu'en dizaine.
L'idée est de rester vague. Quand on veut être un peu plus précis, on dit environ deux dizaines/trois douzaines

Dozens/scores of cases
Dozens would perfectly do the job; hundreds would not. `Tens' is - as you remarked - awkward. Another possibility: scores (1 score = 20); it is less frequent than dozen, but has none of the awkwardness of tens.
