I think that's a possibility... based on Lori Cirefice's comment on Odette Grille's answer.

so the phrase reads "confirming... free shipping". Seems to me that this is the intent of the FR. Where does the idea of "eligible orders" come in? "pre-paid compliance", IMHO, is going to confuse the average EN punter.

: IMO, respect here indicates that some parameter has to be met, therefore it's more than just free shipping, they need to confirm that it's eligible for free shipping

I think use of the word "respect" is merely a characteristically French way of reflecting anxiety (about cash). If the meaning were any more fancy than this they'd have to say sthg about what the supposed conditions were.
