base amount

Although very similar in English, there are significant differences between "basic", "basis" and "base", and they should not be confused.

IMO "base" is the appropriate term. Analogy (mountain climbing): base camp

basic amount or basic rate

Just an idea - I'm not sure about the "Grund-" element, but Webster's online dictionary suggests basic or basis amount, flat cash settlement or flat rate for "Sockelbetrag"

I found out from the Kudoz question below that it seems to be a payment for the foundations of the building. Then, such things as "solum payment" spring to mind.
