Ich bin "US patent agent" und kenne mich auch im deutschen Patentrecht etwas aus. Der Brief ist an einen "US patent attorney" gerichtet, der also offensichtlich seinem deutschen Mandanten einen Bescheid des US-Patentamtes berichtet hat - dieser Bescheid ist eine "office action" - das Prüfungsergebnis im Hinblick auf Patentierbarkeit der Anmeldung. Der deutsche Begriff "Prüfbescheid" oder "Prüfungsbescheid" betrifft genau das - Schulte, Kommentar zum (deutschen) Patentgesetz:
"Prüfungsbescheid ist die Mitteilung des Ergebnisses der Prüfung der Anmeldung in formeller und materieller Hinsicht, damit der Anmelder sich dazu sachlich äussern kann."
