the overall write-down of 36%, carried out on a case-by-case basis, partly, amongst other things, to eliminate amounts which offset each other.

Basically, what this says is that the bankrupt company reduced the book value of its debts owed to it by 36% partly to eliminate the effect of debts owed to it being offset by amounts owed by it to the same persons/entities.
This of course would actually reduce the write-down.

The legal doctrine in EN is called set-off and not offset.
