I think this is sufficient in the context. The term is extremely common and just means the personnel responsible for the matter in question and often can be translated with just "the personnel" or "the personnel in question". To put "specialised" is unnecessary and probably misleading. All laboratory personnel are specialised. I doubt they make a distinction between specialised and non specialised personnel in the text.

Literally the term translates as assigned laboratory personnel/staff, but after reading your discussion box post, this is how I would read it.
