I am not sure whether "insiste" here should be rendered by "affects", " is affected by", "is conditioned by", or something else... Dictionary entries, i.e. insist, persist, persevere, repeat, rest on, etc. are not helpful.
Any ideas would be most appreciated?

I interpret it as "affects", "insiste" in the sense of "continues to affect, in the long term". But I think simply "affects" would do here.
