: I'm with Gennady on this one. Preferential and privileged may imply unofficial causes of such treatment, such as bribes, whereas "льготы" never has that connotation.

: Were in the original do you see it talking about test (or other) exemptions? In the USSR times, for example, there were 'льготы' for those discharged from the military. They weren't exempt from anything, just were admitted w/lower scores.

They were exempt from scoring standard admission points. The original says clearly about higher school, hence about exams and related things.

Gennady Lapardin
: Александр, имеется разница между льготой и привилегией (это понятие шире). При советской власти, например, льготы являются единственной привилегией.

I thought the question was on how to translate it into English, not about the differences between Russian words. In this case benefits are in the form of privileges.

to provide preferential treatment in college admissions
как вариант
--------------------------------------------------
Note added at 11 hrs (2007-07-22 14:59:03 GMT)
--------------------------------------------------
For example, under affirmative action policies, which are intended to promote access to education or employment aimed at a historically socio-politically non-dominant group (typically, minorities or women), and therefore --> provides for preferential treatment of these groups over other groups in college/university admissions, as well as job hirings. (See article in Wikipedia @ http://en.wikipedia.org/wiki/Affirmative_action)
In Russian-speaking lands these groups (known as "льготники") would be veterans, retirees, children of Chernobyl, orphans, military, etc. (Абитуриенты-льготники (сироты, инвалиды, военнослужащие и пр. - see a citation on students who can get *preferential treatment* in CIS @ www.mk.ru/blogs/MK/2007/04/02/society/236482/)
IMHO, similar idea here.
--------------------------------------------------

--------------------------------------------------
In other words, a certain socio-political and/or ethnic group, which endured some kind of hardship or discrimination in their past, is entitled to this preferential treatment in certain circumstances (such as college admission).
Here, for instance: "Для абитуриентов 2006 года: Документы, дающие право на льготы и преимущества", and refers to orphanes and disabled. (@ http://www.msta.ru/portal/documents/00000044.html)

: Although it's very often that the very phrase "preferential treatment" carries negative connotations.//Right. The asker would get "льготы", had s/he provided more context.//Sorry, Anna, that note was meant for a different answer!

: Hi George. This suggestion reads as something obviously translated from a foreign language.// //"to applicants". How does it corroborate your opinion? Exactlly my point: each word is a legit. English word. The phrase though is contrived and reads foreign.

: this loks like a third-hand example - a question asked by someone (of unknown background) reported by someone else (of unknown background). Privileged usually means "имущие классы" as opposed to "underprivileged" for "неимущие"
