Comment: "The link supplied by Intrada (Russian civil code) certainly points to the right legal definition, but I'm not sure if the translation there is anything more than a calque. In the end I chose "operational control": "operational management" seemed to me to refer to managing the operations of an organization, not managing property (judging by google hits). Thank you, this did point me in the right direction, I hope."
