The text is from a recent publication of Academia Argentina de Letras about an avant garde publication (La Campana de Palo) of the 1920s.
Normally, "por una parte" would translate as something like "on the one hand" but, in the passage below there seems to be no balancing term. My inclination is just to omit it completely - what do you think?
My try: "The term 'cultural magazine' is proposed by magazines themselves as a way of differentiating between publications which may be considered as being truly 'cultural', and those which may not."
Text: "La noción de "revista cultural", por una parte, aparece como problemática para distinguir entre las que son publicaciones culturales propiamente dichas y las que no lo son, desde la proposición de las revistas mismas.
Al parecer, todo aspecto de la civilización contemporánea que se niega a la fácil definición, todo desarrollo nuevo que se aparta del sendero conocido, esto es cualquier actividad o manifestación social, económica, política, deportiva, etnográfica, que busque distinción genérica, acude, y hasta se precipita, así lo parece por lo menos, a ponerse bajo la prestigiosa protección del término 'cultural' o cultura."

If you are uncomfortable taking it out, this is an innocuous phase that seems to fit the meaning.

I would translate this case: "in a certain way"
On (the) one hand would be correct, but I´m not sure if it translates the message in this case.

to begin with / let's start by saying that...
as a phrase to introduce a theme which is then developed... also to give emphasis to the preceding word "cultural" since that is the theme -- the "cultural bandwagon".

"por otra parte" means "moreover". "Por una parte" introduces an idea. Here "por otra parte" is not stated, so "por una parte" stands on its own.
