la frase è orribile in italiano, bleah.
se vuoi lasciarlo letterale si dice on voluntary base, io cambierei e direi:
usually clients leave tips as sign of apreciation of the waiters' service.
gli da il senso di non volontarietà e suona meglio.
solo un sugerrimento comunque!!!

that's what it means, but you might prefer to say:"it's up to clients to decide whether to tip and how much"
