My intuition of the two phrases is that refer to the same thing but are used somewhat differently. "Labor market" seems to be used in a more abstract sense when speaking from a very high level government or policy overview, while "job market" seems to be what people talk about when considering the prospects of finding work.

: agree it's a question of register. I always find labour market in sociology/political/economics texts but informally one discusses job-finding prospects in the job market
