I had considered Nick's suggestion of "self empowerment" but I'm not sure it fits here.

This doesn't really apply here as it's the Association that's setting goals, taking steps and deciding to help the locals take charge of their destiny ("empower" them not "self-empower" them).

That's a perfect translation. You could actually reduce "rafforzamento delle capacità di auto presa in carico da parte della popolazione locale" to "empower the local population".
