@Neil Actually not doing a BT and it doesn't mention the number of study visits. I agree with you on the intended meaning of "...on 19 occasions". Is this language structure appropriate in English?

It looks like the ICF for a clinical trial, judging purely by the volumes and text. This looks likes it has already been translated into English because of the poor quality (are you doing a back translation for subsequent comparative review?).

Does it mention 19 study visits by any chance? Or can you work that out from the number of visits in screening and each treatment cycle, etc.

It just means, although it is unnaturally written, that "19 blood/urine samples will be collected" or "Blood/urine [samples] will be collected on 19 occasions".

@all There is another instance where this identical construction appears with "blood samples" instead of "urine samples", which may be of help to wrap up this discussion successfully, :-)
Here we go:

Blood tests: 19 times of blood samples will be collected, and the quantity of blood taken in each analysis will be a maximum amount of 40 ml of blood.

Coincido en que las opciones aportadas son plausibles sin más contexto original.

More context? Is it possible to get some more context or a bit more text? To figure out if it means 19 samples (19 different people) which is most likely - or 19 samples (times) from the same person… in any case the English used is somewhat peculiar. I would only use “veces” in this last sense.
