I can't type Chinese characters w/ the computer I'm using right now, so I'll type my opinion in English, hope it'll come across clear to you.
obviously you got you're translation from the dictionary, the wordings are exactly the same, perhaps we're using the same dictionary.
Partisan as an adjective means you side by a particular party, it is therefore inevitable not to be biased 偏袒. Another word for vocal is straightforward and outspoken 直率. A controversial topic means something that stirs so much arguments, and in an arguments when the people involved are very vocal and biased, then you can imagine how hot the argument can be.
You can't have exact counterpart for every English word in Chinese, in these instances, you can only settle for the nearest termimology.

In my humble opinion, "vocal" 是弄出声音来的, 或许有些“布道”和“福音转播”的味道, 是一件理直气壮甚至于荣耀(honorable)的事情. 用"敢于"来形容它,是把它degraded, 反而弄得它畏畏缩缩的.
