difficult or hard
no modern electronics
People used stars to navigate their way before compasses and other tools. Children born recently have so many electronic gadgets at their disposal, it makes it hard to imagine a world without them.
Beyond imagination
This is not necessarily the meaning of "tough", but under this context this is what it means.

: Yes, I think it retains the meaning. Also: "hard/difficult to imagine".
