It's a report for a UN organization.

"The session was declared open by the Director General, who referring to the agenda item 2 (Election of Officers), invited the delegations to nominate candidates."


Could you please rephrase the combination "who referring to ... invited". I need a straightforward structure so that I can be 100% sure of my translation.

The power of commas. "referring to the agenda item 2 (Election of Officers)" is a (non-defining) relative clause; that's why it should be enclosed in commas. But punctuation is almost dead nowadays! Maurizio

simpler version below

The Director General officially opened the session. Referring to the agenda item 2 (Election of Officers), he then invited the delegations to nominate candidates.
This could be one sentence, but I wanted to make it as clear as possible. I hope that this helps!

who, referring to (making reference to), invited

a comma in the sentence makes the difference! Merry Christmas!

makes reference =referring to (Agenda item =Election of Officers)

so then he asks for nominations (for the election) from the delegations present.
