Tereza: para traduzir como prefeitura, deveria haver alguma indicação em seu texto original sobre \"municipal administration\". Como a referência dada menciona 3 estados do sul, a melhor tradução, a meu ver, é mesmo municípios, que são divisões orgânicas dos estados.
