Based on the context, it looks like within the term of the board it is the responsibility of the Chair to appoint new representative and high-quality members, when other members either breach the conditions of their appointment or are unable to continue.
It's not clear from the context what these members are representative of. Different branches of the association? Cross-section of the community/stakeholders? Presumably that's clearer to you.

: you lost the idea of "renewal" / "replacing departing members", also the ST doesn't say who is going to formally appoint these replacements - just that the "Président" is the one who's got to find them.
