on the second thought, this context directly indicates the meaning reflected in MTovbin's answer, 'cuz standard[ized] solution is merely any solution with a known concentration, it's more generic; in a particular setting of instrumental measurement such solution will deserve to be called ref.solution, but a set of stand.solutions prepared for calibration are not reference solutions.
Thus, my choice is MTovbin's answer

: A "standard" solution has a known concentration, a "reference" solution is used to calibrate your instrument, you may not know precisely its concentration, if you always use the same solution, this may be irrelevant or useless (quality control, etc)
