Nichteintreten - see this context: http://www.aerzte-bl.ch/extern/PDF/synapse_pdf/2005-6.pdf (you have to search for this term in "ch" websites - it's not "normal German". The Ethics Committee has several options: positive decision (approval), negative decision, or also: not discussing or examining the submission (-> clinical trial) at all -> i.e., Nichteintreten! We are still prior to the enrollment of any patient at this point in time.

Non-Enrollment (or non-enrolment) or Decline enrollment could be a correct solution, if it is about enrollment of patients in a clinical trial (see link below) -

Enrolling in a clinical trial means to join a health study.

"Eintreten," in this case, is equivalent to "behandeln" -- see the previous KudoZ query linked below! ;-)

All right. My question should be changed, as we are talking abut an Ethics Commission.

The IRB/IEC should review a proposed clinical trial within a reasonable time and document its views in writing, clearly identifying the trial, the documents reviewed and the dates for the following:

* approval/favourable opinion;
* modifications required prior to its approval/favourable opinion;
* disapproval/negative opinion; and
* termination/suspension of any prior approval/favourable opinion.

After some research, in this case I really think that "Nicht-Eintreten" may have the meaning of "Not addressed"
