It means "made with a pestle". I'm not sure if there's an English equivalent. What kind of cocktails does it include?

'Muddling is the technique of mashing an ingredient for use in a drink to add texture, scent, color and taste. Sometimes ingredients are muddled and strained, but often, as in the classic mojito, the components are left in to make a drink more attractive.'
