Portuguese to English Bus/Financial Business/Commerce (general) annual report of a municipality
part of a list which talks about SMEs, creation of incentives, etc. The usual lenga-lenga. However, am a bit stuck because of the word 'Próprio'.

setting up... Hi Richard, It seems to not quite be the setting up of businesses, as it talks about the beneficiaries of this project assisting others. It seems like micro-scale.

good points on both sides... Hi folks. I really dislike guessing below confidence level '4'. Level 3 is OK, but when my confidence level is down at 1 or 2 (as in this case) I prefer to give suggestions or pointers.

What about "Setting up private businesses" ?

Launching one's own business/enterprise

I really don't think creation quite works in English here. "Becoming self-employed" sounds a bit too passive, and doesn't seem to reflect the effort and initiative implied in "criação".
