I think the case for hyping this up into a unique-to-Russia/Ukraine category and calling it "political technologist" is weak. In particular, I find the argument and examples given by Andrew Wilson at the Kennan Institute, in support of introducing a special term, to be full of B.S.

Thanks, Elizabeth. It might even be an issue which the context would decide, since all we know is that it's a word in parens, but we weren't told what kind of text it's in.
