Might read this way: "The widespread and growing interest that the challenge of [XYZ] in relation to drug policy is generating." Don't have the time or energy write now to 'rassle' with the middle part of the passage so am leaving it as 'XYZ'. But the key term, for me, is best rendered as 'is generating'.
