In "Fase I: Lanzamiento del Proyecto ...", proyecto refers to the whole project - which clearly has several phases/stages since there is reference here to 'Fase I'.
The second ocurrence "... en fase de proyecto." refers to the work done by the 'proyectistas', i.e. the system/project designers.

Where Spanish can use the same word for both concepts, we do not use 'project' for the second meaning in English.
