I am stuck on this term for an assignment, perhaps "university hospital" or "university polyclinic"?

Here is the ST for context:

Il Policlinico Universitario “Agostino Gemelli”, inaugurato nel luglio del 1964, è il Policlinico della Facoltà di Medicina e Chirurgia dell’Università Cattolica del Sacro Cuore.
Il Policlinico "A. Gemelli" è inserito nel Servizio Sanitario come ospedale di rilievo nazionale di alta specializzazione ed opera, in armonia con i principi ispiratori, con costante attenzione alle esigenze umane, etiche e spirituali, per l’assolvimento dei compiti, egualmente prioritari, della didattica, della ricerca scientifica e dell’assistenza ai malati.

Il 10 luglio 1964, a Roma, inizia ufficialmente l’attività il Policlinico universitario “Agostino Gemelli”. Nasce tre anni dopo l’inaugurazione della Facoltà di Medicina e Chirurgia dell’Università Cattolica del Sacro Cuore, avvenuta il 5 novembre 1961 alla presenza di Papa Giovanni XXIII.

Porre sempre l’uomo al centro delle sue azioni, sia questi studente o malato: questa la mission della sede di Roma dell’Università Cattolica (fondata a Milano nel 1921 e presente in Italia con cinque sedi e 14 facoltà), che in soli quattro decenni da “un sogno” perseguito con tenacia dal suo fondatore, Padre Agostino Gemelli, è divenuta una città del sapere e della salute.

Facoltà di Medicina e Policlinico universitario sono un binomio inscindibile, un patrimonio per l’intera collettività locale e nazionale: un laboratorio nella didattica e nella ricerca medica, nell’organizzazione e nella gestione della sanità che può a ragione essere definito “modello Gemelli”.

Delle particolari aziende ospedaliere sono anche le aziende ospedaliere universitarie, o "policlinici universitari", costituite con decreto del rettore delle università italiane, con funzione sia di assistenza sanitaria pubblica che didattica universitaria, e dotate di autonoma strategia gestionale. Nel contempo sono strutture sanitarie di ricovero e cura accreditate del servizio sanitario nazionale.

Fondazione Policlinico Universitario is different. The reference cited,

carefully explains that the Fondazione Policlinico Universitario is the University Hospital. The question is what Policlinico Universitario means, which is and must be "Outpatient Clinic of the University Hospital".
"Fondazione Policlinico Universitario" is the confusing name that the institution gives to the University Hospital (based on my reading of the reference).

This is standard, and extremely frequently encountered.

NB: "Clinics" is wrong. So is Polyclinic and so is Hospital.
