Manager

I have asked one of mine Tunisian friends, and described that this is a job title of what we call in English a Manager, whereas the person manages both administrative and financial matters. In some case it is referred to as an Administration and financial manager.

I searched the internet for the terms متصرف + تونس. It appeared to me that it's a very general term, a position that can be found in a variety of organisations. Anyway, on one website there was mention of

So I searched for "Mark M. Brown" "United Nations" and found out that "Mark M. Brown is the administrator of the United Nations Development Program.

Dear Ahmad! this term is commonly used in maghreb Arab coutries which refers to a category of civil servants. In French it is translated as: "administrateur" which has many english translations: Administrator / Manager / Director / trustee (in case of charity organizations).
