Si retiramos, temporariamente, -el traslado....universidades-
quedaría: *que permite que.......sea un proceso rápido, fácil y seguro*
El término facilitar ya lo estás usando como un adjetivo de proceso.
Creo que tu elección *permite* es la mejor.
