Selected
secret organisation (in the Harry Potter books)
These are a group of wizards that are centered around Albus Dumbledore to combat dark magic wizards who follow Voldemort. They are a kind of detectives that investigate and uncover Voldemort's hidden followers within the magical community. It is also possible that at the same time the "order of the Phoenix" is a kind of distinction like the "order of the garter". Mention is also made in the second Harry Potter book of "order of Merlin" which I assume is a class distinction for exceptional wizards (awarded to Gildroy).

Hierarchical Society of Organisation
Often, but not exclusively, used for secret organisations. The best known "Orders" are the orders of the nobility such as the Order of the Bath and the Order of the British Empire that grants titles such as OBE (Officer of the Order [and not just "order"] of the British Empire).
