'off shore' is equivalent or similar to 'over seas'

It gives the idea of something 'out of the boundaries' something located 'outside the limits of the sea shore'

Extraterritorial/Trasnacional

Off-shore does not necessarily mean that it is located in a fiscal paradise. There are many off-shore banks subject to taxation whose aim is just market penetration in that territory.

see below

I'd rather say *bancos fuera del país* because any reference to *paraíso fiscal* and the like may not be what your context needs.

extraterritorial

In banking, it is the equivalent of overseas as stated above. Not all offshore banks are in tax havens, therefore, I would not use that inference. It is common usage in banking.

mar afuera

The term "de ultramar" would apply in this case if the context refers to a business such as a bank. But if the article refers to navigation or fishing, then "mar afuera" would be ¨the answer. For example: "¨Dolphinfish is caught offshore and is often found near weedlines".
