it seems to me that by using the male form for both "cotto" and "mangiato" they are suggesting that HE went bananas for HER and that SHE subsequently snapped HIM up very quickly.

The point of the phrase is that he's cooked (innamorato) and then he's mangiato (married). Perhaps "head over heels to the altar" which isn't a proper idiom but sums up his predicament

in no time "flat"
this is a really tough one... the idiom "cotto e mangiato" means with no time in between, "in no time flat" as they say; but, used in this context, "cotto" also hints to "badly in love", and also "mangiato" can be stretched out to mean "married"... beside this attempt of mine (that is based on "flat" as an apartment, but that leaves out the "cotto" bit) I really like the Pauley's JR thing
