Deputy Director, General Affairs does not sound like a title you would find in English. I propose an alternative. But I suspect that simply "Deputy Director," in English-language business, conveys in itself that the person is not a specialist, and therefore deals with general affairs. (Caveat: I am not a specialist in business translation.) Just as a CEO does not require the qualification that the person is responsible for "general affairs" of the company.
